Minor premiers City Colts were bowled out for 164 on Saturday, but held their nerve to dismiss Rovers United-Bruck for 162 to win by just two runs.
The Hawks were in all sorts of trouble in the run chase at 5-38, before Luke Whitten (68) and Gangabadawatta Shantha (54) put on 101 runs to get their side back in it.
Fraser Ellis (6-38) was the chief destroyer for Colts.
In the other semi-final, Yarrawonga-Mulwala held off a spirited charge from Ovens Valley United to win by 32 runs.
The Lakers reached 7-263 on Saturday thanks to half-centuries from Ben Welsh (77) and Josh Lawrence (64).
Ovens Valley were tracking well after Jack Haycock (49) and Dylan Bursill (46) put on 92 for the first wicket, but they couldn't form another substantial partnership - falling for 231.
