Simmons, who joined the Hoppers from North Albury two years ago, was a runaway winner from TRYC's Todd Hannam after making 666 runs and taking 25 wickets.
He also won the batting and bowling awards.
Simmons was presented the awards after Saturday's grand final between Rand and Walbundrie at Walbundrie.
"It's not the trophy I was chasing all season, but it's still been a good season," Simmons said.
"It's been a really good season as you could see by the number of people who came out and watched the grand final."
Walla completed the double with Glenn Little winning the second grade Cricketer of the Year after scoring 403 runs and taking 29 wickets.
CAW chairman Michael Erdeljac said the success of the competition had exceeded all expectations.
"It's been fantastic, better than anyone anticipated I'd say," Erdeljac said.
