Despite a 6-1 win against Melrose in round one, City scraped through the game with just one on the bench.
But goalkeeper Brogan Broadway doesn't believe they're alone on that front.
"Throughout the competition, women's numbers are struggling," she said.
"We lost a good chunk in the off-season and were a bit stretched to find numbers on the weekend.
"I honestly think there's quite a few teams out there struggling to compete between codes and having players in and out."
Albury United faces City this weekend, with midfielder Brea Quinlivan in excellent form in the Greens' opening 4-1 win against St Pats.
"I feel like they (City) can (come back to the pack), I'm not sure what to expect, but I think Wangaratta will be above them this year," Quinlivan said.
Melrose host Boomers and St Pats take on Wangaratta.
