But Douglas Aviation owner Ian Reid said the council hadn't properly considered a committee of management model to run the airport which would also include representation from health and tourism bodies which rely heavily on the facility.
Mr Reid doubted any interested party could make a return on a sizeable investment required to buy the council-owned airport.
"I think they are hoping some investor will offer a large sum of money to buy the property and maintain it with no obvious source of income to support that outlay," he said.
"I run a business out here every day and I don't know how you could arrange some form of remuneration to cover your outlay because once you buy you will start paying rates in addition to the cost of maintaining it.
"Even if they imposed a landing fee it still wouldn't realise enough money to cover that investment."
He said the committee of management model made more sense.
"It would assist council by helping out with its day-to-day running, be an advisory body and reduce council's recurrent expenditure," he said.
"The rewards are the flying doctor comes in here for air ambulance work whenever required, charter operators can use it to bring custom to the town and private and recreational flyers can also use it and also bring custom to the town."
The council report to be tabled on Wednesday states the EOI process would help inform council's position on the airport including the future CASA status of the aerodrome and options for generating revenue to offset operating costs.
"There is no guarantee the EOI process will attract an acceptable proposal and council will reserve the right not to proceed with any offer," the report states.
"In the absence of any acceptable offer, either through the EOI, or in the future, the aerodrome will continue to operate as a council-owned facility."
The airport's current registered aerodrome status by CASA won't be continuing.
