Labor Senator Deborah O'Neill and Labor candidate for Farrer Kieran Drabsch are set to announce the election promise at 9.30am at Albury Base Hospital.
If elected Labor will link 41 regional emergency rooms to specialists via AV technology.

"People in regional and rural areas like Albury-Wodonga are almost 20 per cent more likely to suffer - and die from - a stroke," Senator O'Neill said.
The plan will also speed up access to thrombolysis, a clot-busting medicine.
The National Telestroke Network will be funded through Labor's $2.8 Better Hospitals Fund.
