The development, planned for Fairway Gardens on Thurgoona Drive, would include two preschool rooms catering for 40 children, two toddler rooms for 30 kids and nurseries with capacity for 24 children.
A kitchen and meals area, change rooms, a cot room and more facilities would be built, with 29 car parks on site.
The public meeting will be held in the council chambers from 6pm amid concerns about the proposal, with a report noting "significant community interest" and issues with the project.
A petition with 25 signatures was lodged late last year.

Nearby residents are concerned about the centre being built in a green belt.
A community workshop was held at the Thurgoona Golf Club in February, with some opposed to a childcare facility being built in a residential area and the scale of the centre, the hours of operations and traffic.
Council staff met with adjoining landowners late last month.
Steven Edmunds sent a submission to the council stating the development would be "detrimental to all" with issues around noise and traffic.
Sharon Connolly and Geoff Lindsay said the development could easily be redesigned to reduce the impact on residents.
"Overall we feel that the development application has given little consideration to the impact that the proposed childcare centre will have on the adjoining residents," they said.
Julie Noonan said the green belt had been cleared of trees in the past and said the area should remain a residential area.
