Rixon revealed 16 of the club's 29 registered senior and reserve players are unavailable this weekend.
Twelve of the 16 are attending the Groovin the Moo music festival in Canberra, with a further four, including Rixon, out injured.
Rixon said Melrose approached Boomers to have the game postponed, but an agreement wasn't reached.
"Grovesy (Boomers coach Andrew Grove) refused to postpone the game because he thought having 16 players away to a festival isn't a good enough reason," he said.
"He knew we couldn't physically field a team.
"I'm pretty disappointed and angry about it all."
Grove stands by Boomers' decision not to reschedule.
"We don't mind being a bit harsh here, we don't believe postponing games so guys can go to festivals is a good enough reason," Grove said.
"It makes a mockery of the competition.
"I have seven guys unavailable from my senior team for this weekend and another four from reserves, but we were still happy to put a team on the park.
Also in sport:
"Kade asked three weeks to postpone and we agreed then, but Melrose never organised anything so we assumed they didn't want to any more.
"Then they tried to set it up on Monday for this weekend, but I couldn't get a team together for Friday night due to my guys being away."
Wodonga Heart and Albury City are hoping to move their round six fixture at Willow Park from Sunday to Saturday at a time to be confirmed, due to a number of players committing to the same festival.
City coach Matt Maw said the club is waiting for confirmation for the change to be approved.
