Kieran Drabsch made the comment in spruiking extra funding that he says schools will receive if Labor is elected at the May 18 federal election.
"The environment you learn in does impact how you learn," he said.
"We know that when schools get rundown you see an increase in behaviour management issues, you see a decline in academic standards because it's like anything if you go to a workplace that is ugly and isn't comfortable you're not going to be as productive and it's the same for students."
Mr Drabsch said under a Labor government there would be nearly $25 million more spent on public schools across Farrer over three years.
He said for high schools it meant $1.14 million for Albury, $1.02 million for James Fallon, $820,000 for Murray, $590,000 for Billabong and $420,000 for Corowa.
Albury public schools are tipped to receive $220,000 to $530,000.
Mr Drabsch said the extra money was the result of Labor adhering to the Gonski funding model based on needs.
The high school geography teacher believes the money could fix torn carpets, fund bus hire for school excursions and fix unflued gas heaters.
"It's about lifting our public schools to funding levels that are comparable with our private schools," Mr Drabsch said.
"The truth is public schools have been getting the raw end of the stick, realistically 20 years they've been getting the raw end of the stick."
Mr Drabsch also said Labor would spend a $1 billon on solar panels at 4000 schools, who tender, to offset energy costs.
