Liberal member for Farrer Sussan Ley is due to make an announcement on Thursday morning at the site.
Quizzed on Wednesday night at The Border Mail's Farrer election forum, Ms Ley did not go into specifics but noted connectivity and safety at the intersection would be a focus.
Independent Farrer candidate and Albury mayor Kevin Mack said having southern-facing ramps at Davey Road was vital and welcomed the promise.
"It is a significant victory for council and it's certainly great to see that all levels of government are working well together," Mr Mack said referring to municipal and NSW government input.
Wednesday night's event featuring eight of the nine candidates for Farrer again saw water discussed.
Mr Mack dismissed a group called Irrigators 4 Farrer who urged voters via a newspaper advertisement to "Put Kevin Mack Last" and "A vote for Mack is a vote for (Labor's) Tony Burke and Penny Wong".
"The Irrigators 4 Farrer are, I think, about five people from last count," he said.
"It's not as strong as the People's Judean Front."
Mr Mack then said fatigue was to blame for him telling an ABC radio debate at Hay on Tuesday that he supported pausing water buybacks.
"I meant to say we support pausing the environmental buybacks," he said.
Ms Ley said it was important a candidate did not say one thing in one part of Farrer and another thing in another area of the electorate.
She noted Mr Mack had joined with other independents such as Kerryn Phelps and Zali Steggall in an advertisement on climate change and she claimed they had an agenda which was not the friend of irrigators.

"It is actually about returning more water to the environment and less water to farmers and that is a real concern," Ms Ley said.
The Liberal MP reacted strongly to Oaklands irrigator Geoff Moar criticising her for inaction on water.
"As a founding member of the Voices for Farrer you should probably declare your interest as should (fellow questioner) Carly Brooks as part of the funding package for Mr Mack because Carly's father said in The Australian that he's put $200,000 behind his Albury water candidate and he's happy to put in more," Ms Ley said.
"You've been photographed as a founding member of the Voices for Farrer, so I reject the premise of your question that I have not been working hard for the people that I represent.
"I can give you chapter and verse of all the things I've done."
A sub-contractor left out-of-pocket due to the collapse of the company revamping Lavington Oval asked Mr Mack, who as mayor was involved in appointing the firm, if he would help creditors get their money back.
Andrew Cronin was involved in installing light towers at the ground and had completed his job before contractor Depan Group went into liquidation and has not been paid.
Mr Mack defended the council's due diligence and told Mr Cronin he was "very sorry" for his sake.
"I'd encourage you to watch this space because there is information, that I can't divulge right at the moment, that will probably shed some light on your issues," Mr Mack said.
Speaking at the end of the forum to The Border Mail, Mr Cronin said he took little heart from Mr Mack's comments.
"All I'm hearing is there's nothing coming, they're in liquidation and there's no money coming forward," Mr Cronin said.
