Houlihan will contest the Hellas Rally Raid, the event in Greece that saw him seriously injured in a race collision last year.
"Pretty much the entire course is under six to eight foot of snow at the moment," he said.
"Seven days riding in the freezing cold snow now is going to be a little bit more demanding than what we'd anticipated."
Part of the Nomadas ADV team, Houlihan's long-term goal remains competing in the 2021 Dakar Rally.
The Greek race is the second round of the European Off-Road Rally Championships and follows round one in March where he placed fifth in his class and 27th overall.
"Rally racing's quite dangerous, there's always the chance of a very serious crash, as I know, so I've become a little bit smarter in the way I approach each event," he said.
"I'm surrounded by world class riders in my team so I've got a lot of good advice and preparation that I get off the other guys.
"It's enjoyable, it's just unbelievably demanding, physically and mentally demanding now that I've sort of gone from being a bit of hobby and a pastime, it's become a lot more serious for us now."
