But site holders, many of whom have been attending the park for decades and multiple generations, have promised not to go quietly.
Federation Council is yet to finalise a master plan for the site, but correspondence recently sent to site holders said they would likely be given notice to remove their vans and awnings by the end of the month.
About 150 site holders will have 90 days to remove the structures.
The changes are being made to bring the park up to safety standards and improve the holiday site, with concerns about falling trees and other safety issues.
Council general manager Adrian Butler said for some, removing the structures would be "an extremely upsetting process".
In a letter sent to site holders, Mr Butler said the redevelopment of the site was still being worked on, with a firm to be hired to create a master plan in two to three months.
"The future layout of the park, and the full extent of changes is unknown, until such time as the master plan process is finalised," he said.
"This will be a process that will have full transparency and community and existing guests' consultation."
Mr Morris estimates the holidaymakers spend about $5.5 million to $6.5 million in the town each year.
"We as a group are not rolling over and have already decided to fight this premature decision considering they haven't even engaged a consultant to do a master plan," Mr Morris said.
