Armidale Council voted to exit Evocities at a meeting on Wednesday, with concerns there was a lack of evidence about the effectiveness of the program in luring city slickers to New England.
Albury mayor Kevin Mack, who is also the Evocities chairman, said the actions of Armidale had raised questions which would need analysis.
"Following the decision by Armidale Regional Council to withdraw, Albury City will work with its NSW regional city counterparts to discuss and explore the way forward for skills and new resident attraction, and will report back to council in due course," Cr Mack said in a statement.
"Albury City had committed to a four-year renewal of the Evocities MOU, subject to all seven participating councils continuing to take part."
The extension was due to take effect from July 1 this year and run until 2023.
The decision by Armidale follows Wagga Council deciding last month that it would "sit out" the Evocities 2019-20 campaign and investigate the "actual benefit" of the process.

The $80,000 which would have gone to Evocities was reallocated to target businesses that may relocate to Wagga.
Without Armidale and Wagga, the remaining cities in the program are Albury, Bathurst, Dubbo, Orange and Tamworth.
Albury councillor David Thurley said he believed Evocities had "been working well" for his city.
"My understanding is that it's been reasonably good and given what we attract, small businesses in particular, small consultancies from Sydney that can do online work, it's a big plus," Cr Thurley said.
"I wouldn't be keen to chuck it in, unless someone gives me a business case that suggests otherwise I wouldn't be changing."
Cr Thurley suggested Armidale's greater distance from Sydney meant it was in a different position to Albury which is closer to the NSW capital, Melbourne and Canberra.
