Firefighters from three brigades were called to the Herbert Street unit about 4.20pm on Monday.
CFA commander Mark Owens said the property was fully alight when they arrived on the scene.
"There were initial reports of a person unaccounted for or missing," he said.
"A primary search of the building was completed before fire suppression operations commenced.

"They had it under control in about 30 minutes."
No-one was injured in the blaze.
The interior of the home and its contents were destroyed, but the structure of the brick unit appeared undamaged.
The building is one of three units, but none of the surrounding properties were evacuated.
The blaze appeared to have started at the front of the home.
"I don't believe the occupant was home at the time," Mr Owens said.
"Police are making further enquiries about the Triple-0 call and where the person was at the time.
"Further investigations are continuing."
A nearby resident had been surprised to return home and find the emergency services on scene.
About 20 to 25 firefighters in six trucks attended the incident.
"The structure appears to have minimal damage but the internal walls and plasterboard have all been damaged," Mr Owens said.
"The contents have been destroyed by flame, smoke or water damage."
Specialist fire investigators and Wodonga detectives attended the scene on Tuesday.
