Firefighters were called to Queen Street, behind the Mercy Hospital, about 6am on Sunday.
Cameron Dutton's silver Nissan Navara utility had been stolen from nearby Stanley Street a short time earlier and was set alight.
The thieves unbolted a silver toolbox from the tray, containing about $1500 worth of tools, before setting the vehicle alight.
Mr Dutton said the incident would affect his work.
"I've lost all of my tools," he said.
"I feel terrible about it.
"It's ruined my whole day, I can't stop thinking about it."
The toolbox contained Makita brand items including drills, a circular saw, reciprocating saw, angle grinder and more.
"It's a massive pain," he said.
"I'll have to buy new tools.
"The whole vehicle was burnt to pieces."
Mr Dutton said he would need to get a lift to work each day.
"I drive to different job sites every day," he said.
"Sometimes I need to carry stuff on my roof."
He had been awake until about 2am on Sunday morning and went to police after finding the vehicle, worth about $9000, missing.
"They can't really do any forensic tests or anything," he said.
"The thieves would have seen my tools and walked down my driveway.
"It's a long driveway.
"They also grabbed a few things from my mate's ute, a radio and a few other things."
Mr Dutton hopes someone has information about his missing tools.
