But counting has continued over the past three weeks to finalise the vote: on a two-candidate preferred basis, the independent received 51.39 per cent to Mr Martin's 48.61 per cent.
The Australia Electoral Commission issued a statement on Tuesday, saying "the candidate elected to represent Indi is Helen Haines".
Divisional returning officer Elaine Lack will make the official declaration at the AEC office in Murphy Street, Wangaratta on Wednesday afternoon.
Dr Haines will attend the event in person and the other six candidates have also been invited.
She will then join a crossbench of six MP, including three independents, Bob Katter, the Greens' Adam Bandt, Rebekha Sharkie from the Centre Alliance when Parliament resumes.
With the government set to have a majority of 77 seats, the vote of Dr Haines will not be as vital to the Coalition cause as that of her predecessor Cathy McGowan.
Ms McGowan had claimed three second-place finishes in a row before she retired, but Dr Haines could not match those efforts.
Partnered with an Apex Club member, she took off her shoes and rolled up her jeans to try to stomp as many grapes as possible, but came last in the competition behind Karen Gaffney, the wife of Indigo mayor Bernard Gaffney, and Northern Victoria MP Jaclyn Symes.
