Speculation had been rife the club was undertaking a coaching review, but Burns says that's not the case.
"We appointed Steve Hetherton as our football operations manager only last week and he's talking to the players and trying to sign them up, that's all, it's not really a review," he said.
Former player Hetherton started a new role as Albury Racing Club chief executive in January.
Muller became the league's youngest stand-alone coach when appointed last September, just eight weeks after turning 22.
The club lost four of its top five in the best and fairest, including West Adelaide premiership captain Chris Schmidt and Dan Leslie, a member of the O and M's Team of the Past 25 Years.
The club was tipped for a winless season, but stunned Wodonga with a 61-point caning last month.
"Isaac's doing a tremendous job, you've got to remember we lost our spine (key position players)," Burns said.
Burns was then quizzed if Muller will again coach the Hoppers.
"I don't see any reason why not, but we haven't sat down as a committee yet," he said.

"We expect Steve will speak to the players over the next two to three weeks."
The Hoppers revealed they're operating on a salary cap around two-thirds of the $160,000 limit.
"We did drop a lot of players from last year (therefore we're not spending as much)," Burns said.
"We just want to make sure we've got the players on board (which is the reason Steve's talking to them) and we'll try and spend the salary cap next year, we're nearly $50,000 under."
Unlike some clubs, North is flying with numbers.
"There's 10 in the reserves missing out every week," he said.
"We've got heaps of numbers, we just need to get some more quality now."
