The Smollett Street site was closed for about an hour after a man verbally threatened a worker just before 2pm.
Explanation: The sign put at the entrance of Service NSW to alert clients to the closure.
Motivated by a personal grievance the man threatened to produce a weapon but did not do so.
He had left by the time police arrived, but Inspector Scott Russell said the matter was being investigated.
The man was known to Service NSW staff.
