Regional Roads Victoria has started considering how the fences will appear when erected on the Melrose Drive crossing.
Since then the Victorian Roads Minister Jaala Pulford has met with fellow parliamentarian and member for Benambra Bill Tilley and Regional Roads to discuss the project.
Regional Roads acting North Eastern director Nathan Matthews confirmed the government agency was acting.
"We have commenced the design process to determine the most appropriate pedestrian safety barriers at this location," Mr Matthews said.
"The bridge work is complex and requires a site-specific, custom-built design."
A timeframe for the installation of the barriers is unclear with the funding arrangements between federal and Victorian governments still to be signed off.
However, a Morrison government spokesman hailed the approach of the state.
"It is positive to see the Victorian State Government on board with this important project, with the Minister for Roads and Road Safety, along with local Member for Benambra Bill Tilley MLA advancing this at the state level." he said.
"All Government infrastructure projects have a process to go through and the ball is rolling on all of the Indi projects (promised)."
Mr Tilley was heartened by Ms Pulford's attitude, describing their meeting as "extremely positive".
"There is $250,000 on the table from the Federal Liberal Nationals Government which is a great start and I have every confidence that the minister will deliver this project in a timely manner," he said.
Families, including football umpire Ken Wright who lost his wife at the site, have called for the barriers.
