Living in Yackandandah for the past 10 years, Ms Rudolph had the idea for the best part of a decade before registering the business name, Vintage Rose Tea Room, 2-1/2 years ago.
"I've been collecting vintage English china and vintage chairs for 2-1/2 years," she said.
"I looked in antique shops, Facebook, online, wherever I could find them.
"It's French provincial/English style; it's modern and vintage all at the same time."
When the right premises came up in High Street, Yackandandah (previously home to Saint Monday), Ms Rudolph finally opened Vintage Rose Tea Room on May 30.
"I've been hosting high tea at home for years," Ms Rudolph said.
"Because we all live such busy lives, it's important to sit down and have a couple of hours to enjoy yourself, laugh and relax.
"The business is really just an extension of that."
Vintage Rose Tea Room high tea comprises three savoury treats, scones with jam and cream, four sweets and a gift.
Melissa's daughter Trini Perci, a qualified pastry chef, makes most of the desserts.
The former Beechworth Secondary College student completed her apprenticeship at Beechworth Bakery.
