Yarrawonga's Billy Andrew will face an unbecoming conduct charge at Wednesday night's tribunal.
North Albury initiated the investigation following an incident involving its coach Isaac Muller in the round eight match on June 1.
The league's investigation officer finalised the report late Friday.
Meanwhile, Wodonga's Jack Russell will face a rough conduct charge against Myrtleford's Paul Harrington.
The set penalty wasn't offered to Russell.
And Wodonga's Will Stefani accepted the two-match set penalty for engaging in rough conduct against Daniel Roche.

BRILLIANT BRAYDEN
Albury sharpshooter Brayden O'Hara is on the verge of something spectacular.
The three-time Central District premiership player didn't kick a goal against the Panthers, missing at least five gettable chances.
He kicked six the previous week against Yarraonga, but also posted a series of behinds.
But he set up six goals against Lavington, including a beautiful pass to Elliott Powell early in the third term.
If he can regain his accuracy, look out.
YOUNG V OLD
Two veterans got the better of a couple of the most promising youngsters.
At the start of the final quarter, Tigers' defender Ben Kelly and Lavington's Brant Dickson were niggling. Seconds later, the ball streamed forward and Dickson goaled for a 26-point break.
Also, Lavington's Aidan Johnson led the goalkicking into round 10, but Shaun Daly showed his strength and experience.
When Daly went into the midfield to quell Tom Hargreave in the final term, it handed Johnson some breathing space and he grabbed the match-defining mark with just over six minutes remaining.
WILL'S WAY
Just on newcomers and Yarrawonga has found a beauty in Will Gorman.
The Barooga recruit kicked five against Wodonga Raiders.
"If you give him 10 shots, he kicks 10, he's just precise with his foot skills and his ability to read the play," coach Damian Sexton said.
Four-gamer David O'Dwyer also did well against powerhouse Brodie A'Vard.
MAGPIES SWOOP
Wangaratta's SockIt2MND Day was a huge success.
"It was an awesome day for the club, I think we probably had our biggest crowd for the year," veteran Daine Porter said.
"We got 'Stoney' and 'Henners' (former coaches Dean Stone and Jon Henry) down the slide (Big Freeze), as well as our trainer (Di Baker) and the ladies day has been great."
The stalwart Smart family had a number of members tackle the slide. Board member Tony Smart has MND.
The club raised just over its target of $20,000.
Meanwhile, Yarrawonga hosted its MND Day with Member for Ovens Valley Tim McCurdy tackling the Big Freeze.
And in a feel-good round, Albury had a stack of Auskickers at half-time and finished with the under 16s.
