Consumer Affairs Victoria is warning people to be wary of the practise, with people recently targeted in areas including Benalla.
They are known to knock on doors or drop leaflets offering roofing, tree lopping, painting and driveway resurfacing.
The work may not be carried out at all or if it is carried out, it's of a poor standard.
People are urged to report information to the authority on 1300 133 408.
