In a bizarre end to the debate, the casting vote of Ms Ley's main election challenger, mayor Kevin Mack, was required to have the motion passed.

Cr Mack joined Cr Cohn and Cr John Stuchbery in voting against the motion with Cr Docksey, Cr Henk van de Ven and Cr Thurley voting for the motion despite the latter also calling the move "junk" and questioning why her latest win required such special treatment.
Councillors Alice Glachan, Darren Cameron and Murray King were apologies.
"This is not grandstanding," Cr Docksey said.
"My aim is to take advantage of the fact she he has been elected to a position where she has the eyes and ears of the Prime Minister and has the opportunity now she is inside the tent to work with people who make decisions on behalf of this city."
It was reaffirmed a congratulatory letter to Ms Ley had already been sent with Cr Docksey also defending the use of a notice of motion as opposed to "blindsiding" colleagues by raising it in general business.
Cr Stuchbery said the motion was unnecessary and Ms Ley had already been congratulated appropriately.
"It is a waste of time and if we need to pass a formal motion to congratulate her in order to prompt her to follow through on some of her election promises then that is a disappointing reflection on her," he said.
"(Ms Ley) was previously a minister and had the ear of whichever Prime Minister it was at the time and then resigned from the ministry over an expenses scandal."
