Jordan Bourke, 26, allegedly shot Dusty Lyons in the forehead near Bourke's home on November 15 last year.
Mr Lyons on Wednesday told a committal hearing he was shot "point blank" outside units on Hague Road.
He said he felt around his head for a hole and ran at Bourke "out of anger" following the incident.
IN OTHER NEWS:
"I thought I'd try to get him while I was still alive," he told the Wodonga Magistrates Court.
The end of the firearm was half a foot from his forehead, Mr Lyons said.
"He put it to my head and pulled the trigger," he said.
"The noise of the bang, it seemed like it was point blank to my forehead."
The court heard Mr Lyons may have owed the alleged shooter $600 for drugs with conflict between the pair before the incident.
Mr Lyons had stayed at his then partner's home, next door to Bourke's home, the night before the shooting.
Mr Lyons said he left the next day and Bourke called out "you're a dog" or similar.
The court heard Bourke later went to his partner's home and Mr Lyons offered to fight him out the back, but he returned with a gun.
Mr Lyons said he had filmed Bourke through a screen door before sneaking out over a rear fence.
He said Bourke walked up to him while pointing the weapon at him, but didn't immediately fire.
He said he was trying to hit Bourke when he fired, and denied a defence suggestion he was armed with a knife at the time.
"Why would I take a knife to a gunfight?" he asked.
"He had a gun."
He said Bourke backed away after the shot, but Mr Lyons was concerned he may have reloaded and left.
Mr Lyons said he had shrapnel all across his forehead.
He took about a week to speak to police after thinking how his kids could have lost their dad.
"He was a mate ... and I didn't want to dob on him," he said.
Nearby resident Tim Sergeant also gave evidence on Wednesday.
The court heard Mr Sergeant said in a statement "Jordan would talk about shooting people all the time".
Bourke allegedly told Mr Sergeant he "wanted to shoot Mr Lyons in the head", and allegedly said he "wanted to shoot Dusty in the face with a 12-gauge shotgun at Bunnings".
Mr Sergeant said in his statement there was "bad blood" between the pair, and he told the court he assumed he was serious.
Mr Sergeant contacted Mr Lyons through a messaging service to warn him, the court heard.
But Mr Sergeant also admitted he had a "colourful" 11-page criminal history.
"I'm proud of it ... not to be disrespectful," he said.
He said he had seen the weapon allegedly used in the shooting in Bourke's shed, and held it, and didn't think it was safe to use.
Mr Lyons also has a criminal record spanning 15 pages.
The committal will continue on Thursday.
