Delegates from the competition's six clubs met in Corryong on Monday night with concrete plans for 2020 still to be determined after clubs were instructed to have their preferred options in place by July 1.
The least likely option is the league remaining in its current form with a competition consisting of four clubs or the league being disbanded and a combined team from the area competing in the Tallangatta and District league more realistic options.
"All clubs have put their hand up to go ahead in some form," he said.
"Destiny is still in their own hands to a certain degree and it's not as simple as saying 'this is what you are going to do'.
"There is a lot of emotion attached to this, there are a lot of relationships being strained because it is such a significant decision for this community.
"Before the decision is made to wind anything up all options need to be explored in full..
"There is a lack of commitment to the same option from enough clubs to form a competition.
"If a decision is made to disband as individual clubs or merge there is no going back.
"There will be some collateral damage along the way, there is no doubt about that, but we've got to find a solution that is in the best interests of footy and netball in the Upper Murray."

Mr O'Donohue said the clubs ultimately would vote on what they do in 2020.
He confirmed Bullioh was still keen to switch to the Tallangatta and District league with the application window not opening officially until August 1.
Border-Walwa is considered the most vulnerable of the six clubs and a merger between arch-rivals Corryong and Federal is still a possibility.
Monday night's meeting came on the back of another lopsided round of results with the closest match being a 117-point victory by Corryong over Border-Walwa.
The average winning margin across the three matches was 153.6 points with Cudgewa handing out a 157-point thrashing of Federal and Bullioh belting Tumbarumba by 193 points.
