Racing Wodonga announced the decision to cancel the eight-race winter program soon after 7am.
General manager Tom O'Connor said stewards inspected the track at 6am Saturday and deemed it not safe to race.
IN OTHER NEWS:
"We have had over 40mm of rain for the week so it was always going to be touch and go yesterday," he told The Border Mail Saturday morning.
"We were hoping last night the rain was going to stop a bit earlier or it wasn't going to be as heavy."
However overnight the course received a further 10 to 15mm of rain.
"Just with the cold weather, no opportunity for it to really dry, there's just a few areas on the track that hold the water worse than others," Mr O'Connor said.
"Disappointing for the participants but obviously safety's paramount, with the surface water, bit uneasy underfoot so it's better to take the safety first approach."
