The Victoria-wide Local Government Community Satisfaction Survey was conducted during February and March this year, with Wangaratta scoring an overall 59 - one less than it scored last year and the statewide average of 60.
The scores will be addressed at tonight's council meeting.
A report for councillors in the meeting agenda said significant work had gone into improving customer service over the past year, leading to an increase in score from 64 up to 70 for 2019.
"New online tools make it easier for customers to pay bills online and staff are responding to community inquiries more quickly than ever before," the report stated.
But the category of "consultation and engagement" fell from 56 to 53 and "decisions made in the interest of the community" remained at 51, both below the Victorian average.

Parking facilities attracted the council's lowest score of 46.
The survey was conducted more than two months before Wangaratta Council launched its proposed new logo and branding strategy, which was originally not going to have a community consultation period until it was suggested by councillors at their May meeting following heavy backlash.
The report from council officers recommended addressing the areas of community concern over the next 12 months.
Tonight's meeting will be held at the Wangaratta Council chambers from 6pm.
