The current boundaries no longer comply with the Local Government Act as there is more than a 10 per cent variance between the ward with the least people (North) and the most people (South).

Largely due to Jindera's 22 per cent growth, the South ward now has 343 more electors than the North ward, representing a 12.71 per cent variance.

General manager Steven Pinnuck has put in his report to council that "there seems little option but to have one ward with three major population areas of Culcairn, Henty and Walla".

He has put up two options for changing boundaries for councillors' consideration, both which would move Walla from the South to the North ward.

Under option one, the East ward would take on Morven, and an area to the west of Gerogery West through to Glenellen would move to the South grouping.

Mr Pinnuck has recommended option two, resulting in the most change for the South ward - it would be renamed to the West ward, with its new boundary meeting the North ward at Brittas Reserve Road in Walbundrie.

"It's anticipated that under either option one or option two, the revised boundaries would remain within the 10 per cent elector variance for the 2020, 2024 and 2028 elections," he said.

Further, he has also recommended that council hold a constitutional referendum in conjunction with the 2020 local government elections on whether the wards should continue.

During the 2008 elections, 71 per cent of residents voted to reintroduce wards after four years of council governing an undivided area.

Councillors will on Wednesday night vote on whether to adopt option two as the preferred ward layout for a public exhibition period of 42 days.
