The 41-year-old was found dead at her Melton South home on June 20, 2007.
A Footscray man, 55, was arrested at a Tottenham business on Wednesday and is expected to face Melbourne Magistrates Court.
His arrest follows a $1 million reward announced in 2017 for information about Ms Crossthwaite's death. That reward remains on offer, police say.
The mother-of-three's body was discovered by her father, Philip Crossthwaite, who went to check on her after she failed to collect two of her children from school.
Ms Crossthwaite was last seen dropping them off at school earlier that day.
An autopsy revealed she died from head injuries.
