AFLNEB regional manager John O'Donohue said a junior competition, similar to the four teams in existence at under-14 level level this year, could continue.
"There will be a minimum of senior football, a minimum of three senior netball grades and two junior netball and whatever junior football they can get together," he said.
Mr O'Donohue said he expected Bullioh to pursue its desire to switch to the neighbouring Tallangatta and District league.
The AFLNEB will ultimately make the decision on the Bullioh application with the Bulldogs first step being to seek the support of the other UMFNL clubs to be released.
"Their first step is to seek release from the Upper Murray by way of a vote of clubs," he said.
"I'm not going to pre-empt what they would do, but the league is vulnerable and it is up to Bullioh to present their case to them to be released."
Border-Walwa has been considered the most vulnerable of the UMNFL clubs, but has committed to be part of the league in 2020.
"Their biggest issue has been around volunteers, but with just one senior team it takes a bit of pressure off," Mr O'Donohue said.
"It has been a pretty tough year for all concerned, but they can all look forward to finishing the season and rolling into next year even though it will be a bit different model with only senior football."
