Police on Thursday arrested two Border teenagers in Rutherglen following the incident on Wednesday.
The woman was approached by an Albury girl, 17, and Wodonga man, 19, in the Big W underground car park.
IN OTHER NEWS:
She was threatened with the weapon and handed over her keys about 2.15pm, and the pair fled in her car.
They were arrested without incident about 2.15pm on Thursday.
