Roma Britnell stressed the promise in decrying the state's rate of drug driving which has Wodonga as the worst location.
"Data reveals 88 people have been caught drug driving in the Wodonga area as (Premier) Daniel Andrews is ripping $2.9 billion from the Transport Accident Commission and has cut roadside tests by 400,000 across the state," she said.
In addition to extra drug tests, Ms Britnell said the Coalition would increase penalties for drug driving to equate with drink driving sentencing and focus speed camera site selection on reducing road trauma rather than raising revenue.
