Acting chairman Barry Young announced on Wednesday that Carrick Gill-Vallance had been chosen for the position.
He has previously had the role of business development manager at the chamber.
"It was unanimously agreed by the board that Carrick was the ideal person to lead chamber into the future," Mr Young told members in an emailed message.
"He embodies the spirit of chamber and our values of connect, inform, support and represent.
"His strategic foresight aligns perfectly with the board's commitment to building a supportive and exciting chamber of commerce that we can all be proud to be a part of."
Ms Heyman had been general manager for five years.
Mr Gill-Vallance has spent six years with the chamber after having been employed for a decade with international surf and action sport labels.
He has also been a competitive runner, having competed at the Stawell Gift carnival and other professional events.
