Mr Hoysted cited personal reasons for his exit, but ongoing speculation about the club has not ceased since his departure.
The club has enjoyed a period of unprecedented growth during Mr Hoysted's seven years in charge including $16 million worth of infrastructure improvements.
"Wangaratta Turf Club has appointed new management," a Racing Victoria spokesman said.
"They are currently conducting a review of the club's operations (and) if anything of concern comes to light during that review then we expect that the relevant authorities will be notified by the club.
"Whilst that process is on foot, we've got no further comment to make."
Racing minister Martin Pakula is aware a review is taking place at Wangaratta, but is not commenting at this stage.
In addition to the review, which could take up to six weeks to complete, Mr Dight and Mr Murphy will oversee the running of race meetings including a seven-race card today.
The Wangaratta chief executive position wasn't advertised before being filled by Mr Dight and Mr Murphy, who are also in charge of other race clubs in regional Victoria.
Mr Dight is the club manager of Kyneton and Hanging Rock race clubs and Mr Murphy is the chief executive at Kilmore.
