Eyers polled 21 votes to finish four clear of young Tiger Harry Cameron.
The Roos have had a mortgage on the medal in recent seasons with Darcy Melksham winning last year and Will Chandler in 2017.
"I just tried to be as consistent as I could," Eyers, 16, said.
"I rucked by myself a fair bit this season and worked as hard as I could."
Eyers' father, Brendan, is a Corowa-Rutherglen premiership player, five-time Ovens and Murray inter-league representative and league life member.
"Dad played the same position as me so he gives me a bit of advice," Ryan said.
"He's assistant-coach with Beau (Longmire) coaching, they have been really good."
Wodonga Raiders forward Max Beattie came third on 15 votes with Wodonga's Bailey Williamson (14) and Mitch Damm (12) rounding out the top five.
Beattie took out the league's goalkicking award.
In the under-14s, Albury's Caleb Clemson won by one vote.
In a see-sawing count, Clemson polled 27 votes to edge out Lavington's Corby Robertson (26) and Corowa-Rutherglen's Finn Osborne (25).
Clemson was six votes behind Robertson after five rounds but stormed home with a string of best-on-ground performances.
Robertson was victorious in the goalkicking award with 64 majors.
Albury completed a fine double when Zach Graham emerged triumphant in the under-12s.
He went on a vote polling spree, picking up 29 to finish three clear of North Albury's Cody Gardiner.
Gardiner finished equal third last season.
The Commercial Club was packed on Monday night with over 500 footballers and netballers attending the Albury-Wodonga Junior Football League and Tallangatta and District league vote counts.
Sunday's grand finals will be played at Wodonga's John Flower Oval with the under-12s starting at 10am.
