Baranduda man Alexander Brown appeared before court on Tuesday, charged with nine offences relating to his driving, and for burglary, theft and drug possession.
The 24-year-old had been using ice before the chase, the Benalla Magistrates Court heard.
He did not apply for bail.
Myrtleford woman Taleah Corboy, 21, who was a front seat passenger, also chose to stay in custody on burglary, theft and drug possession charges.
MORE NEWS FROM COURT:
Inspector David Ryan said while police weren't trained to nudge cars, the officers involved made the right decision.
He said the Volkswagen had been "travelling at an exceptionally high rate of speed" as it left Wangaratta after an alleged burglary on Phillipson Street about 2pm on Monday.
It travelled above 190km/h on the Hume Highway past Benalla, turned around, and was hit with road spikes on the way back into the town.
Inspector Ryan said the vehicle was nudged as it headed towards central Benalla.
"We are exceptionally lucky that this car didn't lose control and plough into a crossing supervisor or school children on the side of the road," he said.
"I'm confident this was the right decision, absolutely."
He said the driving was "exceptionally dangerous".
Brown will return to court on September 17 and Corboy on September 2, with two others released on bail.
