An Albury police spokesman said officers were called to the single vehicle collision about 7.45am on the corner of Wagga Road and Barlow Street.
The car appeared to have knocked over a street sign on a median strip before hitting a tree.
The front end of the Holden wagon was badly damaged.
"It appears the fire started as a result of the collision," the spokesman said.
"The only description we have is two people seen running from the vehicle."
A security camera from a nearby business points directly to the scene of the crash, while another points towards Wagga Road.
It was unclear if the cameras filmed the collision, which burnt grass and a tree.
The car has not been reported stolen and police spoke to the registered owner later in the day.
A Fire and Rescue NSW Albury Central spokesman said the car was well alight when fire crews arrived.
"It took a little while because we had a ruptured fuel tank, hence the use of foam," he said.
"We had to boom up the drain because it was going to run down the drain."
The vehicle was destroyed by the flames.
