After two outstanding seasons with Hume league club Howlong, the classy midfielder has set himself for another shot at the O and M.
Brett Lefoe and Beau Packer (football director) will also return to Birallee Park after two years with the Spiders.
Wodonga Raiders coach Jarrod Hodgkin said Jolliffe would significantly bolster the club's midfield.
"'Joffa' will be really good for us," Hodgkin said.
"He's obviously a quality midfielder who has performed at a high level and another mature body in there will be fantastic.
"He won the league best and fairest last year for Howlong and I'd say he will go close again this year.
'We're rapt to get him back."

Jolliffe left Birallee Park midway through 2017 due to personal reasons to return to home club Collingullie-Glenfield Park before joining Packer at Howlong last year.
He romped in last season's Azzi medal and, along with Culcairn's Jye Shields and Brock-Burrum's Matt Seiter, will start as one of the favourites this year.
Jolliffe, who joined the Raiders from Queanbeyan in 2014, took out Howlong's best and fairest last weekend ahead of Ben Baker.
"We want to get as many former players back as we can and, with 'Joffa' and Brett Lefoe being one-pointers, it certainly helps," Hodgkin said.
"Brett is a former junior who is going to be very handy and Beau has some senior coaching experience under his belt now which is great for the club."
