He opened The Other Place at Rutherglen early this month, having bought and rebranded Zest Studio.
He sold his first cafe venture at Bowning, NSW, during winter.
"I really just wanted a change and Rutherglen felt right," he said.
Mr Cox said The Other Place offered breakfast and lunch menus, inspired by North East produce.
Think avocado salad on toast with marinated goat's cheese and chia seeds or a mouth-watering Australian take on a Reuben sandwich.
"We offer fresh food, as local as possible and very seasonal," Mr Cox said.
"The menus will change with the seasons.
"It's good food, done well."
Having worked as a policeman in the Northern Territory and a public servant in the Attorney-General's Department in Canberra, Mr Cox opened Mayfield Mews cafe, nursery and gift shop at Bowning in early 2014.
He said the business was handy to the Hume Highway.
"A lot of our customers came from the Riverina, travelling up and down the Hume for sport and art trips or medical appointments."

Growing up in Katherine, Northern Territory, cooking with my grandmother. The biggest thing I learnt from her was how to make a sponge cake. She used her hands to mix the batter in a ceramic bowl and dropped the cake tin, six inches from the bench, to get rid of the air pockets.
Which ingredients do you grow yourself?
I've always grown herbs.
Which six people would you invite to dinner?
Queen Elizabeth II, Mother Teresa, Dad (Fred), Mum (Margot), Nelson Mandela and Robert Menzies.
What is your favourite foodie ritual?
Trying out new cafes and restaurants.
