Seiter backed up his 2016 success at Wodonga by polling a record 36 votes - six more than Culcairn star Jye Shields.
Howlong champion Jack O'Halloran won the Azzi medal in 1971 before crossing to Wangaratta and taking out the Morris Medal in 1975.
Seiter polled in 14 matches and was voted best afield on 10 occasions.
In a sensational finish to the home and away series, the powerhouse big-man grabbed 20 of a possible 24 votes in the final eight rounds of the season.

9.15PM: Rand-Walbundrie-Walla's Jessica Kotzur, Howlong's Emma Bridle and Jindera's Sarah Van Den Heuvel have created history by sharing the A grade best and fairest award.
Kotzur, Bridle and Van Den Heuvel became the league's first three-way winners when they were locked on 24 votes in a thrilling count.
Billabong Crows star Brooke Wilson was a vote further back.
Brock-Burrum shooter Lauren Coelli and Murray Magpie Tara Lieschke followed on 22 votes.
Kotzur, who won last year's best and fairest, said it was a huge surprise to go back-to-back.
The best and fairest has only been shared twice before with Osborne's Angela Blampied and Walla's Alison Siedel splitting the honours in 2003 and Jindera's Kirby Hilton and Osborne's Sophie Howard squaring off in 2014.

9PM: Howlong veteran Tim Seymour won the reserve grade best and fairest despite playing only 14 matches.
Seymour, who returned to the Spiders this season after a stint in the Upper Murray, polled 22 votes to finish five clear of Rand-Walbundrie-Walla midfielder Sam Gifford.
"This is a bit unexpected at my age, but I guess I'm only 25," Seymour, who's actually well into his 30s, joked.
"I think it's been 12 years since I've played in this competition.
"It's been great."
Meanwhile, Culcairn's Jye Shields took out the WAW Player of the Year award.
8.55PM: More news from the Ovens and Murray tribunal, Matt Kelly is free to play in the grand final.
The Wangaratta pocket rocket pleaded not guilty to striking Panther coach Simon Curtis and the tribunal agreed.
8.50PM: In B grade, CDHBU's Grace Hanrahan polled 26 votes to edge out Jindera's Lisa Haynes by three.
Jindera's Katelyn Donney took out the C grade by a vote from Billabong Crow Tamara Nixon.
In the thirds, Osborne's Ed O'Connell was voted best afield in the final round to clinch a thrilling one-vote victory over Holbrook's Ewan Mackinlay.
They finished on 28 and 27 votes respectively with Brock-Burrum's Keith Tallent a vote further back on 26.
Mackinlay picked up two votes in the final round despite being taken from the ground at half-time to play seniors.
8.40PM: On a lighter note (or should that be heavier), Alison Scott and the ladies at Henty have looked after our photographer James Wiltshire an absolute treat.
Three votes, ladies.
Big Jim has polished off three plates (see below), but never fear, he's not heading off for a nap, he'll still be on deck to get photos of all the winners.
8.30PM: Henty's Simone Gannon has taken out the C reserve, telling our sports guru Brett Kohlhagen immediately after accepting the award, "this is really overwhelming".
Gannon polled 28 votes to edge past Jindera's Alexandria Clements on 24.
Murray Magpie goal attack Tara Lieschke took out the Rising Star award.
8.20PM: Culcairn's Mitch Way scored a runaway win in the fourths football, polling 49 of a possible 54 votes.
Way, who was best afield on 15 occasions, is the Lions' first winner since Jesse Kent in 2005.
Billabong Crows' Zak Satore (35), Lockhart's Harrison Brown (33) and Brock-Burrum's Carl Ziebarth (32) grabbed minor placings.
Brock-Burrum won the football club championship and overall club championship trophy.
Jindera's Montanna scored a comfortable win in the under-16s netball with talented Osborne defender Racheal Galvin runners-up.
Osborne's Rio Weidemann triumphed in the under-14s and Lockhart's Kyesha Miller was successful in the under-12s.
Howlong was named the Netball Club Champion.
8.10PM: In Ovens and Murray news, David Johnston is reporting that Wangaratta big man Zac Leitch has been suspended for two matches for a hit on Shaun Mannagh on the weekend.
Earlier, Albury star Chris Hyde was rubbed out for a match for a headbutt on Saint coach Jake Sharp.

8PM: Young Lockhart wingman Abe Wooden has beaten a star-studded list of nominations to win the Hume league's Rising Star award.
Wooden, who polled six votes in the senior count, is the third Demon to salute in recent years after Jeremy Sykes was successful in 2014 and 2015 and Andrew Emery won in 2016.
He played 15 matches and kicked seven goals.
"It's pretty humbling," Wooden said.
"A few good players have won this award over the years.
"It's good for Lockhart."
