The major political parties are "turning their backs on northern Victorians", according to Northern Victoria MP Tim Quilty.

Mr Quilty's motion for Victoria to pull out of the Murray Darling Basin Plan was rejected on Wednesday, which he admitted he expected, but fellow members Mark Gepp and Wendy Lovell voted against a change and Mr Quilty said he was "disappointed".
"Despite being told that crops are failing and inland dairy farming in the region is on its last legs, Mark Gepp and Wendy Lovell who represent northern Victoria for Labor and the Liberal parties both spoke against the motion," he said.
"Ms Lovell proposed an amendment to redraft the plan. She and her colleagues voted for a watered down motion, and Mr Gepp refused to even consider redrafting it.
"I told them that people in northern Victoria would be watching carefully. It turns out they either don't believe me or don't care."

Mr Quilty described the Murray Darling Basin Plan as a "disaster for northern Victorians" and put the motion to parliament after attending the Tocumwal water rally a week ago.
"Victorian farmers are killing their livestock - and themselves - so that sailing clubs in South Australia can keep their yachts floating in fresh water.
"The governments involved in perpetuating this plan should hang their collective heads in shame. Maybe if the farmers of northern Victoria were animals, action would have been taken to protect them."
Following his speech, Mr Quilty said the motion had at least exposed supporters of local irrigators for everyone to see.
"When judging politicians, you have to ignore what they say and note what they do," he said.
"I am not really surprised to discover that the major parties don't care, but have no regrets because it's crucial that we keep up the pressure.
"Ultimately if we want change on the Murray Darling Basin Plan, we're going to need new politicians."
Mr Gepp said he stands by Victoria's position on the plan.
"Victoria remains committed to delivering the basin plan in a way that balances the social, economic and environmental outcomes as agreed," he said.
"Victoria does not support starting again or renegotiating the water recovery targets."
Ms Lovell proposed an amendment to the motion to redraft the plan.
"It is not often that I will agree with Mr Gepp - and there is a lot that he said in his contribution that I do not agree with - but on one of his points I do agree, and that is that we simply cannot withdraw from this plan," she said.
The motion nor the amendment was passed.
