But it was the first time he's won the Leo Burke Medal by himself after sharing top honors in 2013 and 2016.
IN OTHER NEWS:
Mulquiney posted 27 votes from last year's runner-up, Albury ruckman Oliver McEwan (24) and Myrtleford's Jeremy Schifferle (18).
The Pigeon polled in 12 of the 18 rounds, snaring seven best on grounds.
At the halfway mark, Mulquiney led on 17, from Schifferle (13) and Albury's Alex Jones (11), who played just those four games.
"I've won one as a half-back, one as a half-forward and this one as a midfielder, so that's probably a good thing," he said.
Carl Norton (Wangaratta) has won five medals.
Wangaratta Rovers' Alessandro Belci and Albury's Oscar Hayes shared the under 18s top gong.
The pair finished on 26 votes, with Wangaratta's Isaac Folini (18) in third.
Belci had a three-vote lead heading into the penultimate round, but didn't poll in the loss to Wangaratta and win over Yarrawonga.
However, Hayes, the son of former Albury United soccer star Paul, grabbed best on ground in the final round.
He's the first Albury player to win since Will Blomeley in 2011, while it's the fourth straight year for Rovers.
