The member for Farrer's Albury office will be a focal point for those involved in the School Strike 4 Climate.
Instead Ms Ley will be touring areas west of Albury and is scheduled to be at Yarrawonga at 10am for an announcement on a Lake Mulwala bridge.
The committee organising the climate strike had been mistakenly told Ms Ley would be in Darwin.
Ms Ley issued a statement on Thursday on the climate strike which is part of a national day of action.
"As Environment Minister I receive a large amount of contact, questions and correspondence on a range of issues concerning students," Ms Ley said.
"It's not just about climate change: what the government is doing to address plastic waste, domestic recycling to cleaning up our oceans are all high on the list.
"I support people's right to lawful and peaceful protest.
"The thing I would say to students and anyone participating; if the purpose of the protest is to draw my or the government's attention to climate change, I can assure you that attention is already there."
Ms Ley then outlined the government's action.
"We are on track to overachieve on our 2020 emissions reduction target by 367 million tonnes, and our $3.5 billion Climate Solutions Package maps out, to the last tonne, how we will meet the 2030 target," she said.
"The government is working closely with scientists to monitor, understand and plan for climate change, and to identify ways we can make our environment more resilient in the face of global climate challenges.
"We are investing heavily in environment restoration programs, tackling waste, cleaning up our oceans and inland waterways, protecting our threatened species and, of course, supporting local Landcare activities.
"This is both real and co-ordinated action against global climate change, while ensuring Australia's local economy remains strong."
Ms Ley has dismissed such a move as a political rather than practical move.
Organisers of Friday's rally are anticipating it will attract a crowd of 1000.
Xavier High School student Eli Davern said a petition would be presented to Ms Ley's office today.
