Huggett backed up his 2016 success by polling 50 votes in the first grade count at Albury's Commercial Club on Saturday night.
He edged out Englishman Brad Hill by four with Robbie Byatt and Joe Lumb finishing third and fourth in a tight count.
"I didn't give myself much of a chance at all," Huggett said.
"I thought one of the other boys would win it.
"I was just lucky enough to get a few votes late to finish ahead."
Exciting prospect Joel Carroll took out reserve grade from Rex Sargeant.
In League Tag, Natasha Clemson was successful from Sam O'Connell.
Jeremy Wiscombe took the honours from Rhys Mitsch in the under-19s and Travis Barett-Hancock won from Reuben Sarkis in the under-16s.
Club stalwart Mark Daly was named Club Person of the Year.
