The Pigeons led by seven goals heading into the last quarter but the Roos' determination proved too strong as they banned together in the gutsy four goal victory.
Roos' goal shooter Zoe McLeish showed composure in the final term with her accuracy helping put the Roos ahead.
McLeish was later rewarded for her efforts to be crowned best on court.
Roos' defender Eloise Maddox also played a crucial role in the Roos' flag.
Abbey Jones and Bridget Cassar were the best for the Pigeon's in what was Cassar's 300th game for the club.
The star shooter contributed a massive 42 goals, while Jones showed versatility to also step into goals throughout the match.

Corowa-Rutherglen defender Georgie Bruce agreed her side's last quarter was something special.
"To fight back from seven goals just proved the belief we have in each other," Bruce said.
"They're all GD's as I like to call them, they've all shown a lot of guts and determination.
"We've fought really hard all year and we've complimented each other pretty nicely."
It was a different result in the C-grade decider with the Pigeon's outrunning the Roos by 10 goals.
Yarrawonga centre Zoe Jones was determined best on court in what was her first grand final and flag with the club.
While the Pigeon's are renowned for their netball finals success, Jones said it had been a long time between drinks for the club's c-grade side.
"I don't think c-grade has made a grand final since 1999, so it's great for us to get in there and have a win," Jones said.
"This is the day you play for all year."
Defender Tayla Bogle also had a standout game for the Pigeons, while Brooke Ollington and Courtney Haigh were the pick of the bunch for Corowa-Rutherglen.
Eliza York shot an impressive 38 goals for the Pigeons, while Maddison Kennedy scored 11.
Corowa-Rutherglen had three scoring contributors with Rosie Dye, Haigh and Jessica King all shooting above 11 goals.
In the under-16's grand final it was Wangaratta Rovers who came up trumps against Wodonga Raiders.
The score was tied at 25 goals a piece before the start of the last quarter but the Rovers' determination saw them over the line by a margin of two.
Kelsie WIlson was named best on court with the goal attack sending through a huge 36 goals for the Wangaratta side.
