After a round by round battle with Tim McAuley, Wheeler topped the count with 88 votes - two more than his fellow midfielder.
Xavier Leslie (64), Mark Whiley (63), Matt Casey (49) and Ryan Bruce (44) rounded out the top six.
Wheeler polled votes in every round and was a shining light for Yarrawonga in the second-half of the season as many of his teammates succumbed to injury.
Yarrawonga committeeman Chris Kennedy said Wheeler and McAuley were consistent performers in a young side.
"Harry and Tim had really solid seasons," Kennedy said.
"They led a young side well.
"Tim McAuley, along with Don Campbell and Drew Barnes, would attack the ball as hard as anyone I've seen at Yarrawonga."

Beau Seymour took out the Jammie Smyth award, Jack Sexton was named best first year player and Xavier Leslie won the leadership award.
Veteran Ross Mulquiney topped the reserve grade count from Matt Grinter while Max Hemphill was a runaway winner from Alex Byrne in the under-18s.
In the netball, young gun Elle Brooks won the A grade best and fairest.
The Shepparton recruit finished ahead of teammate Bec Carlyle.
Shooter and former coach Bridget Cassar took out B grade from Abbey Jones and Jayanna Sharp, Tayla Bogle was successful in C grade and Macey Hicks won the under-16s.
