The MP from Derryn Hinch's Justice Party officially opened the office yesterday, attended by the party's namesake.
Also in attendance was Carol Roadknight, who launched the Enough is Enough campaign with Ms Maxwell in 2016 after two violent deaths in Wangaratta within a year.
The pair had started to lobby the government as citizens.
Ms Maxwell teared up as she put her arm around Ms Roadknight and said she would not be an MP without her.
"This all began with my beautiful friend Carol," she said.
"For me to be able to make change, I needed to have a seat at the big table.
"Being elected has now provided me with that opportunity to work and lobby for our core policies of Derryn Hinch's Justice Party."

Ms Maxwell said she looked forward to working in the office during the rest of her three-year term, but Mr Hinch quickly said she could be an MP for 10 years.
"I look forward to having constituents coming in to meeting places where we can have private and confidential conversations, and for people to be able to drop in and say hello," Ms Maxwell said.
