Instead the Junction Place eatery fails to get a mention in the volume released last week.
"We've really tried hard to raise the bar again this year and I'm proud of our food and our service and if we've been getting 14/20 in the last two years you think there's a possibility of a chef's hat and then to find out you're not in the bloody book is very frustrating and upsetting," Mr Kapay said.
"They have given chef hats to wine bars and even restaurants that do take away pizza," Mr Kapay wrote.
"What a load of rubbish!!
It's an opinionated world we live in and people need to know it's bulldust
- David Kapay
"Apparently Leonardo's Pizza palace on Lygon Street is a better restaurant than Brown Brothers Patricia's Table.
"WHAT A JOKE!! (stet)."
Mr Kapay argued readers were being mislead by the guide and told The Border Mail he felt obliged to sound off.
"It's time to speak up, it's an opinionated world we live in and people need to know it's bulldust," he said.
"You don't need hats, but it's flaws in the system that are frustrating.
"How can we not get reviewed when the majority (of our diners) think we're a hatted restaurant.
"People say 'we ate at Tetsuya's in Sydney two weeks ago and this is far better than that'."
In addition to his Facebook spray, Mr Kapay has emailed editors at The Good Food Guide seeking answers about Miss Amelie's snub and their approach.
He believes "absolutely" there is a bias against regional restaurants.
"It's that cliquey Melbourne scene, all the same chefs get the same awards," Mr Kapay said.
He said it was apparent from the feedback of his patrons to his Facebook post "our food is definitely worthy of a hat, which makes it more frustrating".
The Good Food Guide did not respond to The Border Mail.
Provenance, Terrace and Jones Winery, are the North East restaurants in the guide.
