Simmonds hurt himself playing for Hume league club Culcairn and faces a lengthy stint on the sidelines.
"I've got a consult in December, but it looks like a three to four month injury once I've had the operation," Simmonds said.
"I strapped it up and played the season out and only found out the problem after the finals."
Simmonds took 32 wickets for Belvoir last season with his off-spin and will leave a gaping hole in the Eagles' line-up.
The experienced Mick Russell (shoulder) is also out for the season.
Drew Cameron requires a knee reconstruction but is set to start the home and away series which gets underway with Twenty20 matches this weekend.
Belvoir play Albury and Wodonga Raiders on Saturday and Sunday.
Michael Booth and David Farrell are co-coaching the Eagles this season.
