McDougall enjoyed an outstanding 12 months to ride over 100 winners for the season.
He notched 107 winners for the season, a feat rarely seen on the Border.
Brendan Ward is believed the be the most recent jockey locally to achieve the feat in the late 2000's.
McDougall relocated to Albury from Sydney last year in what has proved a masterstroke.
The hard-working jockey rode 45 winners the previous season.

He is apprenticed to Albury trainer Donna Scott.
McDougall is in hot demand for some of the nation's biggest trainers including Chris Waller in Sydney and Team Hayes in Melbourne.
He easily won the Southern District jockey's title and finished fourth in the NSW country premiership.
McDougall has started the new season in solid fashion with 17 wins and 30 minor placings from 150 rides.
Meanwhile former Albury trainer Brett Cavanough has won his fifth NSW country trainers' award.
Cavanough has previously been the leading country trainer in the state in 2006-07, 2007-08, 2009-10 and 20017-18.
He trumped Rodney Robb and Trevor Sutherland for the honour.
Cavanough prepared 62 winners last season from his base at Scone.
He was the Border's leading trainer for more than a decade before relocating to Scone just over two years ago.
