The talented batsman, who played in the Bushies' first flag, has been playing sub-district cricket in Melbourne.
"It's good to have him back at the club," skipper Matt Armstrong said.
Tallangatta has recruited arguably better than any other side in the competition with Matthew Oswell (England) and Ollie Willett and Fraser Ellis (City Colts) also coming on board.
Oswell arrived in Australia on Tuesday night and is set to play in Saturday's opening round of Twenty20 matches.
The hard-hitting Shahib Malhotra is also returning to CAW provincial ranks after leaving midway through last season.
Tallangatta has suffered a big loss with Jonty Thomas, who made over 150 runs last season, injuring his knee playing football.
He is expected to miss the entire season.
